The statement followed a gathering that brought together close to 100 states and organizations, the Palestinian prime minister and the high representative for Gaza. The co-chairs, which include representatives from Saudi Arabia, Norway and the European Union, emphasized that the two-state solution offers the only viable route to realizing Palestinian self-determination, ensuring Israeli security and achieving broader regional peace. They further outlined a vision encapsulated in the phrase One Palestine, Two States, A Region at Peace.
Gaza and the West Bank, including East Jerusalem, must form one Palestinian territory with the occupation brought to an end, the statement made clear. There can be no separate political future for Gaza, it added, with transitional arrangements required to lead to reunification with the West Bank under a single, legitimate Palestinian government. The alliance expressed support for the Board of Peace, the Office of the High Representative, the National Consensus Authority Group and the International Security Force in carrying out their mandates.
The document called for an immediate halt to settlement expansion and related measures in the occupied territories along with accountability for incidents of settler violence. It also urged that the historic and legal status quo at the holy sites in Jerusalem be respected and upheld without exception. These positions build upon earlier commitments outlined in the New York Declaration adopted in 2025.
The Global Alliance for the Implementation of the Two-State Solution was established in 2024 through the joint initiative of Saudi Arabia, Norway and the European Union, according to the European External Action Service. Since its formation the group has convened regular meetings to advance concrete steps toward ending the conflict and implementing the two-state model in line with international law and United Nations resolutions. A ministerial session in Brussels earlier this year similarly stressed the importance of Palestinian reform and unified governance.
The latest statement reiterated the alliance’s ongoing role in backing national actions and commitments made under the New York Declaration. It stressed that the Palestinian people possess an inalienable right to an independent, sovereign, democratic, contiguous and viable state living alongside Israel in peace and security based on the 1967 lines. The co-chairs pledged that the alliance would persist in its efforts to translate these principles into tangible progress.
In a direct message to the Palestinian people, the statement affirmed that the international commitment to their statehood remains firm and that Gaza will not be detached from the West Bank. The gathering took place amid continued international focus on achieving a cease-fire in Gaza, releasing hostages and addressing the humanitarian crisis while advancing an irreversible political horizon. Participants also reviewed progress since the alliance’s previous sessions held in various capitals over the past two years.
