The Saudi Press Agency reported that Prince Abdulaziz bin Salman bin Abdulaziz hosted Yvette Cooper for discussions that covered prospects for expanding ties across multiple fields while placing particular emphasis on energy. The officials assessed future opportunities framed by the Memorandum of Cooperation on energy that the two governments signed in previous years. Cooper used her visit to address regional energy security, including ways to maintain oil supply continuity amid potential disruptions in the Strait of Hormuz.

Both nations co-lead the Carbon Management Challenge, a multilateral initiative launched at COP28 that the UK government said aims to advance global carbon management projects with a target of managing 1 gigaton of CO2 annually by 2030. This collaboration, which also includes Brazil, Canada and other partners, complements their bilateral energy memorandum by promoting shared expertise in carbon capture, usage and storage technologies. The joint efforts align Saudi Arabia’s Vision 2030 diversification goals with the United Kingdom’s net-zero commitments.

A joint statement from the fifth meeting of the Saudi-UK Strategic Partnership Council’s Economic and Social Pillar in September 2025 highlighted pioneering projects already under way in clean energy and hydrogen production, according to the UK government. That session, co-chaired by British and Saudi ministers, launched an enhanced partnership that builds on synergies between Saudi Vision 2030 and the UK’s modern Industrial Strategy. The document further noted new agreements on critical minerals and British investment encouragement in Saudi mining, chemicals and biotechnology sectors.

The energy memorandum has enabled regular exchanges on renewable technologies and efficiency standards that support both countries’ climate targets. Saudi Arabia has emerged as a major player in green hydrogen while the UK continues to develop capabilities in offshore wind and industrial decarbonisation. Ministers expressed interest in potential joint ventures that could accelerate technology deployment and create shared economic value.

Discussions during the March meeting also touched on aviation matters, with both sides agreeing to strengthen cooperation in air navigation and airspace management, the Saudi Press Agency added. This element reflects the breadth of the Strategic Partnership Council established in 2018 to guide overall bilateral relations. Trade volumes between the United Kingdom and Saudi Arabia have increased in recent years, with energy and related infrastructure forming a substantial share of the flows.

UK Export Finance and the Saudi Public Investment Fund signed a refreshed memorandum in October 2025 that established up to £5.1 billion in export credit support for purchases from UK businesses, the UK government announced at the time. This financial arrangement could facilitate future energy and infrastructure projects arising from the ministerial talks. The framework includes provisions for knowledge sharing and identification of mutually beneficial commercial opportunities across priority sectors.
