The Saudi Press Agency reported that Prince Abdulaziz bin Salman signed the three memoranda during Riyadh Energy Week in the Saudi capital on the sidelines of the 17th International Energy Forum Ministerial Meeting and the 25th WPC Energy Congress. The agreements seek to create frameworks for joint ventures, technology transfers and enhanced supply chain resilience while supporting energy market integration in line with national regulations. Prince Abdulaziz bin Salman told the Saudi Press Agency that the kingdom’s energy cooperation with Arab states forms an inseparable part of its commitment to strengthening ties across the Arab world.

One memorandum signed with Kuwait’s Minister of Electricity, Water and Renewable Energy Subaih Abdulaziz Al-Mukhaizeem focuses on electricity and renewable energy as well as power grid interconnections and electricity exports. The pact additionally covers energy efficiency programs, storage technologies and smart grid systems to support more reliable and sustainable power networks. Such measures align with ongoing regional efforts to expand clean energy capacity across the Gulf.

The understanding with Qatar’s Minister of State for Energy Affairs Saad bin Sherida Al-Kaabi addresses a wide spectrum of areas including oil and petroleum products, natural gas and its derivatives, refining and petrochemical industries. It further incorporates cooperation on electricity, clean hydrogen and its derivatives together with renewable energy sources, efficiency improvements and storage solutions. The framework also includes joint work on emission reduction technologies such as carbon capture, transport, reuse and storage as well as coordination in international energy and climate forums.

A separate memorandum concluded with Egypt’s Minister of Petroleum and Mineral Resources Karim Badawi targets cooperation in crude oil, petroleum products and natural gas, spanning trade, transportation, storage and distribution activities. The document provides for infrastructure and logistics development while enabling the exchange of Saudi expertise in operating and maintaining fuel stations and advancing competition within Egypt’s liquefied petroleum gas market. It additionally promotes investment in petrochemical projects and related commercial opportunities between the two countries.

The Saudi Press Agency noted that these pacts build upon previous energy memoranda the kingdom has signed with Arab partners including Oman, Jordan and Iraq. Saudi Arabia already maintains electrical interconnections with all Gulf Cooperation Council states through the shared GCC grid and is implementing direct linkage initiatives with Iraq, Jordan and Egypt to improve network reliability and facilitate renewable energy integration. These projects are designed to establish a regional electricity trading market that optimizes generation assets and supports cross-border energy flows.

Prince Abdulaziz bin Salman highlighted that coordination with Arab members of the OPEC+ alliance represents a foundational element for collective energy policy. The minister stressed that such partnerships contribute to shared Arab action on energy matters at both regional and international levels. The agreements are expected to enter into force following the completion of legal formalities in each participating country.
