Manal Radwan, the special envoy for negotiations and peace efforts at Saudi Arabia’s Ministry of Foreign Affairs, represented the Kingdom at the ministerial session of the Ad Hoc Liaison Committee held at United Nations headquarters. According to Okaz newspaper, Radwan renewed Saudi Arabia’s support for the Palestinian Authority and its institutions while stressing the need to tackle the Authority’s financial crisis without further delay. She called for the complete and immediate release of Palestinian clearance revenues and insisted that financial commitments must not be tied to the reform process.

The Saudi statement highlighted the importance of coordinating humanitarian aid alongside early recovery and reconstruction financing within a clear political framework. This framework would strengthen legitimate Palestinian institutions, preserve unity between the West Bank and Gaza Strip, and support the Palestinian Authority’s return to assuming responsibilities in Gaza, Radwan indicated. She added that economic support cannot be isolated from conditions on the ground.

Settlement expansion together with settler violence and associated measures directly weaken Palestinian institutions and erode the viability of a future state, according to the envoy’s remarks. Such actions undermine geographic connectivity and economic feasibility for the occupied territories, Radwan warned in the statement published by Okaz. Saudi Arabia maintains its position in favor of an independent Palestinian state along the 1967 borders with East Jerusalem as its capital.

The Ad Hoc Liaison Committee meeting, chaired by Norway and co-sponsored by the United States and European Union, focused on bolstering the Palestinian Authority amid persistent fiscal pressures. Saudi Arabia previously transferred a $90 million grant to the Palestinian Authority in December 2025 to assist with its obligations, The Times of Israel reported at the time. The Kingdom also helped launch an emergency coalition with Norway, France and Spain to safeguard the Palestinian Authority’s financial stability.

Radwan’s address reflects Saudi Arabia’s continued multilateral engagement on the Israeli-Palestinian file through established donor mechanisms. Israel collects tax revenues on behalf of the Palestinian Authority but has withheld transfers in recent years amid disagreements over stipends to families of prisoners and attackers. The Palestinian Authority maintains that the total withheld sums have reached several billion dollars.

The envoy referenced three decades of experience since the Oslo Accords to argue for an irreversible, structured path forward that links humanitarian action with security, governance and political advancement. Saudi Arabia has backed comprehensive peace initiatives including UN Security Council Resolution 2803 and associated plans, according to the statement. The remarks come as international partners seek to prevent further erosion of Palestinian institutional capacity.
