The General Authority for Statistics reported that the 2025 inflows marked a substantial increase from SR119.2 billion recorded in 2024. Outflows nearly doubled with a 98.5 percent rise to SR77.7 billion from SR39.2 billion the year before. Net FDI flows edged up 1.7 percent to SR81.4 billion, the authority’s annual bulletin stated.
FDI stock in the Kingdom expanded by 8.3 percent over the year to reach SR1,058.8 billion by the end of 2025. This growth reflects continued interest from international investors in Saudi projects tied to Vision 2030 initiatives. The authority compiles these statistics using the assets and liabilities methodology aligned with international standards.
According to the authority’s report, construction activities attracted the largest share of inflows at SR34.5 billion, equivalent to 21.7 percent of the total. Manufacturing ranked second with SR33.4 billion or 21.0 percent, followed by administrative and support service activities at SR22.4 billion and 14.1 percent. These leading sectors underscore the focus on infrastructure and industrial development.
The data from the General Authority for Statistics indicated Luxembourg provided the highest net inflows at SR24.4 billion. It was followed by the United Arab Emirates and Egypt, each at SR9.4 billion, while Yemen registered SR5.2 billion. In terms of accumulated stock, the UAE led with SR170.7 billion, ahead of Luxembourg at SR125.3 billion and the United States with SR73.0 billion.
This performance builds on Saudi Arabia’s efforts to improve its investment climate through regulatory reforms and strategic projects. The Ministry of Investment has highlighted ongoing initiatives to facilitate foreign capital entry into priority sectors. Such measures have helped position the Kingdom as an increasingly attractive destination for global investors.
A dataset maintained by the KAPSARC Data Portal draws on the same General Authority for Statistics releases to track FDI by activity and origin. The portal notes that the figures support economic planning under the national diversification strategy. The authority plans further quarterly bulletins to monitor trends in the years ahead.
