Saudi Arabia is within 3.76 percentage points of its 70% homeownership target. Holo Saudi is building around the next stage, connecting property discovery, finance and transaction support inside a locally operated platform.

Saudi Arabia’s housing transformation has reached a number that changes the conversation. By the end of 2025, 66.24% of Saudi families owned their homes, up from 47% at the start of Vision 2030 and now less than four percentage points from the Housing Programme’s 70% target.

The infrastructure behind that rise is substantial. More than one million contracts have been signed through Sakani since its 2017 launch, with ready homes, off-plan units, self-build options and residential land widening the routes into ownership. Riyadh alone accounted for 273,856 supported contracts, followed by Makkah with 213,069 and the Eastern Province with 163,455, according to the Ministry of Municipalities and Housing’s latest figures.

The next phase is increasingly about what happens around the property itself: how buyers discover projects, understand their options, arrange finance and move through a transaction with enough information to make a confident decision.

Proptech moves into the national infrastructure

Saudi regulators are building for that shift. The Real Estate General Authority has established the Saudi PropTech Hub as a dedicated environment connecting real estate technology companies with investors, entrepreneurs and market participants. REGA describes PropTech as a fundamental part of the Kingdom’s wider digital transformation, spanning the property lifecycle from planning and construction through purchasing, operations and management.

That matters because homeownership at this scale creates a technology problem as much as a supply problem. A buyer can encounter a developer, property adviser, financing institution, valuation process and contractual workflow inside one purchase. The opportunity is to make those separate components behave more like one journey.

Holo Saudi has built its local proposition around that idea. The company participated in the Fintech Saudi Accelerator in 2022 and opened its first Riyadh office in 2024. Its current Saudi home-buying platform moves beyond property search alone, supporting buyers through needs assessment, project discovery, viewings, negotiation and closing. The Riyadh operation is locally staffed across general management, sales, operations, compliance, product, business development and marketing.

Saudi capital backs the model

The investment case became considerably larger in August 2025. Holo closed a $22 million Series A led by Saudi Arabia’s Impact46, with Mubadala, Rua Growth Fund, anb seed, MoreThan Capital, Salica Oryx Fund and Dubai Future District Fund among the investors.

The round also brought Saudi institutional capital directly into the company’s expansion. In confirming its participation, anb capital said Holo had supported more than 80,000 clients and was processing over AED1 billion in transactions each month. Those operating figures are company-reported, while anb capital independently confirmed the $22 million round and Holo’s operations in Riyadh and the UAE.

For co-founder and CEO Michael Hunter, the Saudi move is part of a wider GCC thesis. Announcing the round on LinkedIn on 25 August 2025, he wrote: “The future of homeownership in the GCC will be digital-first”.

From mortgage technology to the buying journey

The distinction is important. Holo entered the region through digital mortgage technology, but its Saudi proposition increasingly resembles a property-buying ecosystem. Buyers can search across locations and projects, arrange physical or virtual viewings, receive support through negotiation and continue through the processes surrounding completion.

That direction also reflects the structure of the Saudi market. The final journey to 70% homeownership will continue to depend on housing supply, developers, banks and financing institutions as well as technology. The Ministry of Municipalities and Housing itself presents those elements as an integrated system rather than separate tracks.

Proptech’s role is therefore not to replace that system, but to connect more of it around the buyer.

Saudi Arabia has already done the heavy work of moving homeownership from below half of families to almost two-thirds. The next 3.76 percentage points arrive in a market with more projects, more financing options and a national regulator actively developing its real estate technology ecosystem. Holo Saudi is positioning itself precisely at that intersection, where a national homeownership target becomes millions of individual buying decisions and where the quality of the journey starts to matter as much as the availability of the home.
