The Public Investment Fund announced three memorandums of understanding on Thursday that together unlock up to $24.5 billion in financing, credit support and guarantees from American and multilateral partners. According to the PIF statement, the largest portion involves up to $15 billion from the US Export-Import Bank to help portfolio companies purchase American goods and services in areas ranging from advanced technology and aerospace to water security, infrastructure, energy transition and healthcare. The fund added that these arrangements will facilitate technology transfer and strengthen bilateral economic ties between Saudi Arabia and the United States while aligning with national development priorities.

Under the second agreement the International Finance Corporation will provide up to $6 billion for co-financing and advisory services across infrastructure, energy, tourism, healthcare, technology and financial services, the Public Investment Fund reported. A PIF assessment found that the IFC facility will accelerate project development in sectors critical to economic diversification. The World Bank’s IFC has expanded its global commitments in recent years, directing more than $20 billion to Latin America, $17 billion to Asia and $15.4 billion to Africa in the period covered by its latest outlook, according to a France 24 report on World Bank Group activity.

The third memorandum with the Multilateral Investment Guarantee Agency offers up to $3.5 billion in guarantees to mitigate political and credit risks for investments focused on the Middle East and North Africa, the Public Investment Fund said. Those guarantees will target decarbonization projects, innovative industries and related priority sectors that support long-term sustainability goals. The combined facilities illustrate the breadth of international financial support now available to PIF-backed initiatives, according to the fund’s announcement.

Rasees AlSaud, head of international and sovereign relations at the PIF, described the packages as strategic tools that will mobilise capital for transformative projects. The agreements build on the fund’s established practice of partnering with export credit agencies and development institutions to de-risk large-scale investments. PIF data places assets under management above $900 billion, providing the scale necessary to absorb and deploy such multilateral support effectively.

John Jovanovic of the US Export-Import Bank welcomed the MoU as a step toward deeper cooperation on projects that advance shared economic objectives. The arrangement complements earlier Saudi deals with export credit agencies, including a separate reinsurance pact the Saudi EXIM Bank signed with its US counterpart in April 2026, Arab News reported. Officials from all parties indicated that further detailed project agreements will follow the signing to translate the headline ceilings into actual disbursements over the coming years.
