Finance Minister Mohammed Al-Jadaan stated that the newly approved Saudi war risk insurance pool constitutes a specialized national mechanism forged through public-private partnership. The facility aims to bolster the insurance sector’s ability to manage marine risks while safeguarding the flow of trade and supply chains. Saudi Reinsurance Company will lead operational arrangements for the pool under oversight from the Insurance Authority with input from multiple insurance firms.

Al-Jadaan added that the pool will raise technical readiness across the market and enlarge its capacity to absorb related exposures within parameters set by the regulator. Policyholders will obtain protection through participating companies in line with approved conditions and limits. The minister framed the step as reinforcement for economic flexibility and the kingdom’s ambitions to serve as a leading global logistics center.

The Insurance Authority described the pool as a domestic initiative created to furnish viable insurance answers for war perils impacting cargo and ships during times of intensified risk. It will help sustain coverage availability even as external factors push threat evaluations higher along vital maritime corridors. The regulator noted that all activities will adhere to endorsed regulatory standards to preserve sector stability.

The decision follows sharp climbs in marine insurance expenses linked to regional conflicts with Reuters reporting that war risk premiums for southern Red Sea passages climbed above 1 percent of ship value after Houthi attacks in July 2026. Marsh McLennan data indicated rates had risen from around 0.3 percent before the latest escalations placing sizable added costs on each voyage. These shifts have intensified pressures on Saudi energy exports together with general commercial traffic moving through the Red Sea and Strait of Hormuz.

Analyses published by AGBI show that war risk cover can contribute up to $8 per barrel to the delivered price of oil prompting authorities to develop locally supported options that ease burdens on ship operators. The Joint War Committee expanded its designated high-risk zones in August 2026 to cover expanded stretches of Saudi Arabia’s Red Sea shoreline which has accelerated requirements for targeted protection. The pool is positioned to furnish an alternative that lessens dependence on overseas capacity strained by current conditions.

The Saudi Arabian Monetary Authority issued Marine Insurance Coverages Instructions in 2023 that set compulsory policies meeting international maritime standards including liabilities for third-party harm pollution and wreck removal. Those rules established baseline requirements for operators and vessels traversing Saudi waters. The new war risk facility extends that structure by tackling vulnerabilities revealed through ongoing geopolitical strains.
