The Saudi Ministry of Defense said Gen. Fayyadh Al-Ruwaili received Lt. Gen. Patrick Frank and his accompanying delegation at the ministry headquarters where the two commanders reviewed existing military ties. Discussions centered on identifying further avenues to strengthen collaboration in training, equipment modernization and joint operational planning that align with the shared security objectives of both nations. The ministry’s statement placed the meeting within the framework of longstanding bilateral defense relations that have developed over several decades. Officials from both sides examined regional developments that affect stability across the Arabian Peninsula and surrounding waters.

According to the Ministry of Defense the encounter produced agreement to pursue enhanced coordination on countering common threats including terrorism and maritime insecurity. Gen. Al-Ruwaili, who has led the Saudi armed forces’ general staff since 2018, emphasized the value of sustained dialogue with US counterparts. Lt. Gen. Frank, who serves as deputy to the CENTCOM commander, conveyed continued American commitment to security partnerships in the Gulf. The ministry noted that such high-level exchanges occur regularly to maintain alignment between the two militaries.

A Congressional Research Service overview of US-Saudi security relations from 2024 placed the partnership as one of Washington’s most enduring in the Middle East, dating to the 1945 meeting between President Franklin Roosevelt and King Abdulaziz Al Saud. That framework has expanded to include billions of dollars in US defense sales to Saudi Arabia, with the Stockholm International Peace Research Institute recording Saudi acquisitions of American weapons systems totaling more than $90 billion between 2015 and 2023. Joint military exercises such as those under the Red Flag banner have trained Saudi pilots alongside US forces for years, building interoperability that both sides have cited in official releases.

US Central Command has described Saudi Arabia as a pivotal partner in operations that span counter-ISIS efforts and freedom-of-navigation missions in the Red Sea, according to statements on the CENTCOM website. Previous meetings between Saudi military leaders and CENTCOM commanders, including Gen. Michael Kurilla’s 2022 visit documented by the command, produced similar commitments to deepen tactical and strategic cooperation. The Ministry of Defense has consistently framed these engagements as contributing to broader regional stability without detailing specific new initiatives from the latest session.

The latest discussion follows a pattern of defense diplomacy that intensified after the 2019 attacks on Saudi oil facilities, which prompted enhanced US-Saudi information sharing on aerial defense according to declassified Pentagon summaries. Saudi Arabia maintains one of the largest armed forces in the Arab world with active personnel exceeding 225,000 as reported in the International Institute for Strategic Studies’ annual military balance assessment. Both militaries continue to collaborate on procurement programs that include advanced fighter aircraft and missile defense batteries, programs that have created sustained channels for technical exchanges between Riyadh and Washington.
