The Ministry of Hajj and Umrah has clarified that pilgrims holding multiple-entry Umrah visas remain obligated to book service packages through licensed providers for every visit to the kingdom. The directive, issued on August 15, addresses any assumption that the visa’s extended validity removes standard procedural requirements. According to the ministry, this ensures coordinated support for accommodation, transportation and other essential services during each stay.
The one-year multiple-entry Umrah visa was introduced by the ministry in July 2026 to offer greater flexibility to international pilgrims. The visa permits a cumulative total stay of 90 days that can be divided across several entries and exits within the 365-day window. A ministry announcement at launch detailed how the measure fits within the existing regulatory structure for Umrah operations.
According to the ministry, pilgrims must first secure a service package from an authorised provider on the Nusuk platform before each trip. The selected package cannot extend beyond any remaining portion of the 90-day allowance. An Umrah permit tied directly to that package must then be obtained through the Nusuk mobile application prior to arrival.
The ministry’s official FAQ on its website states that an Umrah visa cannot be issued without accompanying service packages covering accommodation and transport. This stipulation applies whether the application comes through Nusuk or accredited external agents. The rule links every pilgrim to approved operators to maintain health, safety and logistical standards across all visits.
In addition to package booking, the ministry has specified that all standard travel and entry conditions must be fulfilled. After purchase, pilgrims submit visa applications, complete eligibility verification and record entry and departure details at Saudi ports. The visa reactivates following each exit once the requirements for the subsequent visit are met.
The Nusuk platform functions as the ministry’s central digital system for managing these bookings and permits. Guidelines released with the July launch outlined the sequential steps required for repeated travel under the new visa type. The ministry directs prospective pilgrims to consult official channels for the most current approved providers and procedural updates.
