According to a ministry announcement, the service aims to position Saudi Arabia as a premier destination for organized, safe and sustainable adventure travel. Travelers who obtain licenses will be encouraged to record their sporting, cultural and exploratory activities with professional standards that support broader promotional campaigns. The initiative aligns with regulatory reforms outlined in the Kingdom’s updated sports law, which the ministry has said streamlines licensing across multiple disciplines to improve governance and participant safety. Such measures build on earlier digital platforms that have already issued thousands of sports-related permits in recent years.

Sector assessments from tourism consultants note that adventure offerings help extend visitor stays and boost spending in regions outside traditional pilgrimage sites. The Ministry of Sport has integrated the Al-Rahhala service into its existing Riyadi platform, which previously focused on club and facility licensing but now expands to cover specialized travel activities. Permits will require coordination with environmental and interior authorities to mitigate risks associated with remote expeditions. This layered approval process reflects lessons from prior unregulated activities that occasionally strained local resources.

The launch comes as domestic tourism continues to expand, with Saudi Summer 2025 alone drawing more than 24 million local travelers and over $10 billion in spending according to official statistics. Women now hold nearly half of tourism-related jobs, a shift the Vision 2030 program has highlighted as evidence of broader economic diversification. Al-Rahhala licensing incorporates sustainability criteria that the ministry said will help preserve natural sites while creating opportunities for licensed operators to develop guided experiences. Future phases may include training components for guides and safety protocols tailored to different adventure categories.

Ministry statements emphasize that the service will facilitate both inbound and outbound adventures, allowing Saudi residents to pursue licensed activities abroad under the same regulatory umbrella. This dual focus supports the Kingdom’s ambition to become a hub for experiential travel that aligns with international best practices in risk management and environmental stewardship. Data from earlier licensing rounds on the Riyadi platform indicate rapid uptake once digital services become available, suggesting similar potential for the new adventure category.
