Qiwa Bars Saudi Firms From Changing Activities That Breach Diversity Rules

The Qiwa platform has stated that companies will not be allowed to change their business activity if doing so would cause them to exceed the permitted workforce nationality diversity limits. Applications for such changes undergo review by a specialized committee at the Ministry of Human Resources and Social Development, according to the platform, with any rejection reasons made visible directly to users. This policy reinforces compliance across commercial sectors as authorities advance national employment targets.

If a firm adds a new activity subject to a higher Saudization requirement than its existing one, the elevated rate automatically applies during the compliance assessment, Qiwa explained in its clarification. The update prevents adjustments that could undermine workforce balance while still permitting legitimate business expansion within regulatory bounds. Employers receive immediate feedback through the digital system on the viability of proposed modifications.

The Ministry of Human Resources and Social Development launched the three-year Developed Nitaqat program in 2026 with the aim of creating more than 340,000 jobs for Saudi nationals in the private sector. The initiative forms a key component of Saudi Vision 2030 efforts to elevate citizen participation in the labor market. Qiwa functions as the central digital hub for tracking progress against these benchmarks.

Companies with five or more workers must employ at least one Saudi national, according to Nitaqat standards enforced via the Qiwa platform. An industry overview published by Elevatus in November 2025 noted that the system grants real-time visibility into a company’s Nitaqat category by activity and size as well as current ratios and targets. Such tools enable businesses to adjust hiring strategies before regulatory reviews occur.

The clarification aligns with a series of Qiwa enhancements designed to tighten labor market oversight while supporting economic diversification goals. A Morgan Lewis analysis from February 2026 highlighted related Qiwa updates that refined controls on expatriate job titles and professions to ensure accurate commercial registration alignment. These measures collectively aim to sustain momentum toward higher Saudi workforce representation without halting legitimate commercial operations.

Qiwa continues to expand its role in digitizing employment processes, including contract management and wage protection, the Ministry of Human Resources and Social Development has indicated through successive platform releases. The integrated services reduce administrative friction for compliant firms while maintaining strict adherence to diversity parameters. Authorities have urged businesses to consult the platform prior to any registration changes to avoid compliance setbacks.
