The Ministry of Interior said Prince Abdulaziz bin Saud bin Naif thanked King Salman and Crown Prince Mohammed bin Salman for issuing the royal decree that reconstitutes the regional councils. The minister described the decision as a reflection of the leadership’s commitment to bolstering the councils’ role in regional development. He stressed that the new members would work to support Saudi Vision 2030 objectives through enhanced local coordination.
According to the ministry announcement, the reconstituted councils for Riyadh, Makkah and Madinah will each include 20 members while the 10 other councils in the Eastern Province, Asir, Jazan, Najran, Al-Baha, Qassim, Hail, Tabuk, Northern Borders and Jawf will have 15 members apiece. This structure results in a total of 210 appointees across all 13 bodies. The appointments mark the start of the eighth four-year mandate for these advisory entities.
The regional councils were formed following a royal decree in 1992 to promote citizen participation in local governance and development, according to historical records from the Ministry of Interior. Over the past seven terms, they have advised regional governors on matters ranging from budget proposals to service improvements. The latest reconstitution maintains their established function under the supervision of the interior ministry and respective emirs.
Prince Abdulaziz bin Saud bin Naif stated that the step underscores ongoing efforts to strengthen regional administration in line with national transformation plans. “This decision reflects the leadership’s continued commitment to strengthening the role of the regional councils in advancing development across the Kingdom’s regions and supporting the nation’s comprehensive development journey in line with the objectives of Saudi Vision 2030,” he said. The minister wished the new members success in fulfilling their responsibilities.
New council members will collaborate closely with regional authorities to address local priorities while aligning with central government strategies, the ministry indicated. Their mandate includes reviewing development plans and proposing solutions for issues specific to each province. This framework has proven effective in bridging national policies with regional needs over more than three decades.
The interior ministry will oversee the implementation of the royal decree to ensure seamless transition into the new term. All councils are expected to commence their duties immediately following the official reconstitution. The move forms part of periodic renewals designed to inject fresh perspectives into local consultative processes.
