Vice President for Regulatory Affairs at the Transport General Authority Eng. Fawaz bin Zanaf Al-Sahli issued a decision establishing five specialized committees to adjudicate cases in the land transport sector. The panels cover grievances on breaches of the Land Transport on Roads Law, violations of taxi transport and brokerage regulations including electronic applications, infractions by foreign trucks, cases involving light freight transport and delivery activities, and offences in other transport operations. A dedicated grievances committee will review submitted objections while all panels hold powers to impose penalties stipulated under the law. The committees will function according to operating rules set by the authority for such bodies.
Al-Sahli’s decision remains in force for three years from its issuance date and defines clear jurisdictions to regulate the grievance and violation review process. It ensures alignment with broader regulatory frameworks to support soundness of decisions and provide avenues for objections within legal limits. The move follows enactment of the Land Transport on Roads Law through royal decree in August 2025 that tightened rules on unlicensed activities.
The Transport General Authority began operations in October 2012 after its creation by a Council of Ministers resolution and holds responsibility for regulating land, maritime and railway transport including licensing and safety oversight. Its statute empowers the body to monitor compliance, propose sector policies and enforce standards across activities. Formation of the committees extends this mandate by creating focused mechanisms for the growing volume of land transport cases.
TGA inspection teams acting in coordination with other agencies detected 1,417 unlicensed passenger transport violations during one week in December 2025 with measures including vehicle impoundments and financial penalties applied. The authority reported that 799 cases involved preparatory calling for rides while 618 concerned actual unauthorized transport. Such enforcement actions illustrate the environment in which the new taxi and brokerage committee will operate.
Rules published by the authority for committees considering land transport grievances require at least three members including specialists in Sharia or regulations with decisions grounded in violation schedules approved by the president. Membership terms align with three-year renewable periods consistent with the current decision. The framework supports uniform application across regions and activities.
Individuals and businesses can inquire about registered violations or submit objections through the authority’s electronic platform which requires login via the national single sign-on system for immediate processing. This digital service facilitates initial steps before formal committee review where applicable. The authority lists the violation inquiry and objection platform among its free e-services available to the public.
