The Digital Government Authority released the 2026 results of its Digital Experience Maturity Index on August 12, placing the kingdom at an advanced maturity level with an overall score of 87.06 percent. The assessment evaluated 59 digital platforms, an increase from the prior cycle, and drew on responses from more than 805,500 participants compared with 374,000 in the previous year. A DGA assessment found the index measured four main perspectives including beneficiary satisfaction, user experience, complaint handling, and deployed technologies and tools. The authority has updated its methodology annually to align with evolving standards.
Previous DGA figures for the 2025 index stood at 86.71 percent, also rated advanced, according to an announcement on the my.gov.sa portal. The 2026 cycle represents the fifth edition of the index, which the United Nations University project on digital maturity in Saudi Arabia has described as a tool to support Vision 2030 goals by enhancing user satisfaction and service quality. The Digital Government Authority launched the current cycle in February 2026 with an updated guideline that refined evaluation criteria.
The authority’s platform rankings placed Absher at the top with 94.38 percent, followed by Etimad at 94.36 percent, Senaei at 92.83 percent, Balady at 92.56 percent and Tawakkalna at 92.50 percent. Additional high performers included Musaned with 92.20 percent, Qiwa at 92.14 percent, Logisti at 91.72 percent, Nama at 91.53 percent and the Ministry of Tourism platform at 91.16 percent. These scores reflect aggregated user feedback collected throughout the survey period.
Digital Government Authority data on the Digital Inclusivity sub-index produced a score of 76.98 percent, which qualified as an empowered level. This component examined accessibility and reach across diverse user groups within the evaluated platforms. The sub-index forms an integral part of the broader maturity framework.
World Bank data placed Saudi Arabia second globally in the 2025 GovTech Maturity Index while ESCWA figures showed the kingdom ranked first in the region for the fourth consecutive year in the 2025 GEMS Maturity Index with a 99 percent digital government maturity score. These external benchmarks complement the domestic index by providing comparative context across technology deployment and e-government capabilities. The authority incorporated such international references in its announcement.

Ahmed Al-Suwaiyan, governor of the Digital Government Authority, stated that the results reflect the development of digital services and attention to beneficiary feedback while building on support from the leadership. The governor’s comments underscored ongoing efforts to elevate platform performance through data-driven adjustments.
