The Saudi Food and Drug Authority has issued penalties amounting to SR1.575 million against 17 pharmaceutical establishments after uncovering a series of violations in drug tracking, availability and shortage reporting requirements. According to the authority’s latest establishment compliance report, the breaches took place during May, June and July of this year and centered on the electronic Pharmaceutical Products Tracking System known as RSD. The SFDA continues to apply the Pharmaceutical and Herbal Establishments and Products Law to uphold supply chain standards and prevent disruptions that could affect patient access nationwide.

The authority’s report specified that eight establishments failed to comply with direct reporting of drug movements through the RSD platform while four others did not maintain availability of registered products, resulting in market shortages. Another four neglected to notify regulators of anticipated shortages at least six months in advance and one additional facility did not sustain the required six-month stock levels nor replenish supplies within the stipulated three-month period. These infractions formed the complete set of 17 cases reviewed in the monitoring cycle, with the aggregate fine reflecting graduated penalties calibrated to each violation’s severity.

Under the governing law the SFDA possesses authority to impose fines of up to SR5 million per case alongside temporary closures lasting as long as 180 days or full license cancellation. The current enforcement action did not disclose names of the individual establishments or any accompanying sanctions beyond the financial penalties. Similar oversight activities have occurred at regular intervals as the regulator seeks consistent adherence across the pharmaceutical sector.

In April 2026 the SFDA applied more than SAR5.17 million in fines to 19 pharmaceutical establishments for comparable supply-related violations according to an industry update from Argaam. Earlier, during August 2024, the authority had penalized 24 facilities with total fines exceeding SAR600,000 for failures that included RSD reporting shortcomings a Saudi Press Agency release indicated at the time. Such repeated campaigns demonstrate the SFDA’s sustained focus on electronic tracking compliance to reduce risks of artificial shortages or unregistered product circulation.

The RSD system forms a cornerstone of Saudi Arabia’s pharmaceutical oversight by enabling real-time visibility into product distribution and inventory levels across licensed operators. Non-compliance undermines the regulator’s capacity to forecast and address potential gaps in essential medicines the authority has noted in prior guidance materials. Saudi Arabia’s pharmaceutical market has grown significantly under national localization initiatives with the SFDA positioned as the central enforcer of standards that protect both public health and supply reliability.

Individual fines in the latest case averaged roughly SR92,600 although the compliance report did not itemize amounts per establishment or provide further breakdown. The SFDA has indicated that such measures form part of routine monitoring rather than one-off interventions aimed at elevating overall sector compliance. Regulatory data from previous quarters shows a pattern of increasing scrutiny on tracking and availability rules as the kingdom expands domestic production capabilities.
