The Ministry of Tourism has made available a service for installment of financial penalties imposed on tourism establishments in the private and non-profit sectors. The facility implements Cabinet Decision No. 105 and follows installment rules approved by the Ministry of Finance, permitting qualified establishments to apply for spreading payments according to set conditions. Applications will be reviewed by the Ministry of Finance which holds final approval authority and the ministry noted that submitting a request does not guarantee acceptance.
The Ministry of Tourism stated that requests will be accepted only if the penalty is systemically confirmed and the applicant submits an approved form that includes justifications for the installment along with a declaration and all required supporting documents. A statement detailing the establishment’s existing financial obligations must accompany bank statements covering the 12 months prior to submission and audited financial statements for the most recent fiscal year if these exist. The ministry directed interested establishments to its website for full details on conditions and approved forms.
This step forms part of the Ministry of Tourism’s efforts to support investors and tourism activity operators by supplying a flexible mechanism to settle obligations. The arrangement promotes adherence to regulations while helping ensure uninterrupted operations for the establishments involved. The Saudi Press Agency distributed the ministry’s announcement which highlighted the service as a means to bolster compliance without disrupting business continuity.
The Ministry of Tourism’s Annual Statistical Report placed combined domestic and international tourist numbers at 123 million in 2025 with total spending reaching SR304 billion. Inbound visitors alone stood at 29.3 million and generated SR176.6 billion while domestic tourism accounted for 93.3 million trips and SR127.1 billion in expenditure. These outcomes reflect sustained expansion that has already surpassed the original Vision 2030 target of 100 million visitors.
World Travel and Tourism Council assessments identified the Saudi market as the fastest-growing in the Middle East with the sector contributing $178 billion to GDP in the latest fiscal year at a pace nearly double the global average. The ministry’s own data showed tourism directly accounting for 4.9 percent of GDP in 2024 up from 4.4 percent the year before while supporting more than one million jobs. Officials have adjusted the 2030 visitor target upward to 150 million in response to this performance.
The Ministry of Tourism continues to refine regulatory tools such as the penalty schedule for travel and tourism activities that classifies violations and corresponding sanctions under the national tourism system. This latest installment option aligns with broader initiatives to create an equitable environment for tourism businesses as the kingdom advances its economic diversification agenda. Establishments must meet every documentation requirement during the remaining application window that closes at the end of December.
